Guest Speakers

Kinney and Associates presented information on the Willow by-pass and said it is possible a by-pass may be needed by 2025. Their proposed by-pass would be two lanes and has several options (see attached). WACO asked for a more detailed study and wanted to know what the next step should be. Kinney and Associates suggested working with the Borough and State to have the by-pass put into a planning document. Concerns were voiced about the northern alternative by-pass as they would go through very swampy land and cross a number of recreation trails.

  4. Vice Chair: Dec. 3 bazaar in WCC was a success. Hired Terry McCoy for scheduling.
  5. Chair: No report.

Committee Reports:

  1. Carnival: Beth Tabor is in charge of Carnival and could use help with Poker Run and Family Fun Run and mini raffle prizes. Request purchase of a cash register for approximately $200.00 to use at WACO booth. Will discuss budget at next Carnival meeting—next meeting is Dec. 12.
  2. Trails: Read letter from Steve—trails are groomed, Deception Creek is open so be careful.
  3. CERT: No report.
  4. Emergency Services: No report.
  5. Community Enrichment Program: New art class started. Accepting applications for new activities.
  6. Comprehensive Planning Team—Will have first draft by January.

Old Business:

MOTION: Bring the vote on WACO purchase of 40-acre plot from Borough for total price of $700.00.Motion seconded.
Discussion: Concern was expressed that WACO insurance premium would increase. Also concern about paying ongoing maintenance costs. It was stated that the park would provide for the future as Willow grows.
VOTE: Passed unanimous.

New Business:

  1. Table any changes of area representatives. Maps of existing proposed changes would be helpful if this is brought up again.
  2. Carnival lake use—A letter from Borough states all recreation on lake is under the lake use permit.

  2. Mushers: Trails no longer good—shot clinic was very successful.
  3. EMS: No report.
  4. Lions: Calendar will be ready by Christmas. Have concept drawing of Walren’s Pond Community Memorial Park. Sunshine clinic will open at end of April.
  5. WHO: Planning Spring Health Fair for April 14.
  6. Chamber: Paved bike trail made possible by donations.
  7. Food Bank: Can make donations.
