New Board Members
MOTION: To approve board appointees Jane Dale at Vice Chair and Brian Grenier as SE Rep.
VOTE: Motion passed with no objection.
Review Board Manual and Bylaws
- It was noted on page 3 that the Carnival Committee, Trails Committee and CERT were added under WACO.
- It was also discussed that the Bylaws are not in compliance.
- MSB management agreement need to be renewed for the Community Center and surrounding area. Linda Oxley asked the board to review this agreement in the board manual.
Recreational Trails
Steve Charles explained the draft letter for application to BLM for recreational trails on federal land north of Wilford Lane for WACO approval.
MOTION: To approve letter as written.
VOTE: 4 for, 1 against. Motion passed.
Board Training
Jane Dale suggested that Foraker be invited back to present a workshop on how to conduct Board business. There was interest in a 2 hour session specific to WACO Board. It was agreed Jane will gather more information and present a synopsis of the workshop.
Public Notices
Pat Madigan presented a policy for public notices. The wording of the policy was discussed and it was agreed to bring this up again in the June meeting.
Railroad Spur
A letter regarding the railroad spur was introduced for comment during the May 3 meeting

CARNIVAL REPORT by Mary Shreves and Madeline Gocke:
- Goals are to make the carnival family friendly and have more of the community involved.
- They would like the board to be more involved in the event.
- Plan to invite all state elected officials.

- Discussed the history of Trails Committee.

CERT REPORT by Mark Allen
- There will be a CERT training session this summer.
- Currently there are 32 on the Willow CERT team.
