APPROVAL OF MINUTES
The March 3, 2008 minutes were approved as written.
The minutes of the November 3, 2008 Board meeting at 6:37PM was amended to read “Special Board Meeting.” The minutes of the November 3, 2008 General Meeting at 7:12PM was amended to read “Board Meeting.”

GUEST SPEAKER
Tom Kluberton:
The September 18th Special Assembly Meeting approved a Community Revenue Sharing Appropriation of $20,200 to community council organizations from the state. Expect to see spending guidelines from the borough.
Next Assembly Meeting - Knik is developing a sled dog, special land use district to protect trails found on the borough trails plan. This would protect trails from RSA and Public Works projects on borough land.
Volunteers are needed on the Platting Board.
The Prison Bond Sale will be signed tomorrow.

OFFICERS REPORTS
1. Secretary:
- Tomorrows Assembly meeting will be taking public comments on the BED TAX amendment.
- UAA is holding one day workshops on urban mapping.
2. Treasurer:
- Copies of the treasurer’s report were distributed. There is a profit showing this month, partly because we have not received this month’s utility bills.
3. Vice-Chair:
- We had a second successful Wedding Reception at the community center.
- The boiler that was removed and completely overhauled is sitting idle. The other, unserviced boiler is currently heating the building.
- A new water heater will be installed next year with funds from the CIP list.
- Plans for an Emergency Communication Center, here at the community center are being developed by several local HAM operators with help from Mike Heusser and the MARA club.
4. Chair:
- Virgie Hartley-McKenow from Willow was chosen the state’s EMS of the year.
- No new news from ML&P, MEA or AEA on their new power lines.
- The BYLAWS committee will meet after the holidays. There are five members: Pat Madigan, Shirley Wakeman, George Howard, Bob Hutchinson and Sabrina Christley.
- No news on gas drilling
- The Mat-Su College hopes to begin classes here in January.
- There will be census jobs available in the spring.
- Senator Huggin’s Energy Roundtable emphasized alternate energy. Erin McLarnon gave a presentation.
- Fuel oil delivery for the community center has been given to Crowley, a national organization this year instead of Neuman’s without any input from the Willow community. Neuman charges a $30.00 delivery surcharge which Crowley does not. We have had several delays in delivery since Crowley has taken over, which did not occur with Neuman’s service. Neuman also donates time and money to local community service. Linda Oxley is writing a letter to encourage next years contract be given back to Neuman.

COMMITTEE REPORTS
1. Carnival:
- Meetings are on the 3rd Monday of the month at 7PM.
- Raffle tickets are on sale. First Prize is the snowmobile sitting in the hall.
- Nominations for Willow Carnival King and Queen, Rosalee White Memorial, Betty Douglas memorial, Mike Ardaw memorial and Willow Youth Award are due by the next WACO meeting.
2. Community Enrichment:
- There are Bridge classes, Karate classes and an upcoming class on selling items on eBay. We had a successful class on beading and there will be another movie night the end of December.
- Sabrina Christley will be working with Pat Madigan and take over the Community Enrichment Program in July.

NEW BUSINESS
- Draft form of a joint resolution between Houston and Willow concerning routing of the Pt McKenzie Rail Spur was handed out and discussed. Several points such as; the Willow route is the most expensive and 15 miles longer, Willow wishes to remain rural in nature, the Willow area is predicted to have many ancient historic native sites and Houston is encouraging light industry in their area. These will be added to the resolution. Copies will be sent to Don Young, Mark Begich, Sara Palin, Lisa Murkowski, Tom Kluberton and other government representatives. We will also send it to the Core of Engineers Board and the Surface Transportation Board.
MOTION: Send this resolution when ready. Then send another document, once a town meeting can occur.
VOTE: Motion passed unanimously.

AREA REP REPORTS
- South-East
- One or two more turkeys are need for the Holiday dinner Dec 6. Frozen turkeys need to be in the refrigerator by Wednesday. More help is needed in the kitchen Saturday.
- The Nancy Lake State Recreation management plan done in 1983 is under revision. There are several items of concern.
- ATV conditional use permits for people to access private property beyond the park.
- Access to Red Shirt Lake property which is currently restricted until 18″ of good snow in on the ground.
- Wayne Biessel and Brandon McCutcheon will be invited to the next WACO meeting to discuss this revision.
- Visitor comment forms are located at park entrances.
MOTION: To write a letter stating, “Nancy Lake State Recreation Area Master Plan of 1983 opposes ATV’s in the park. WACO requests that revisions continue to oppose ATV’s in the park.”
VOTE: Passed unanimously.

LOCAL ORGANIZATION REPORTS:
1. Lions:
- The calendars are in. Photo screening is being done in the schools. Skate night continues. There was a Peace Poster contest. There is an ongoing raffle for half a pig and a freezer.
- The Giving Tree will be at the Holiday Dinner December 6. Bring unwrapped presents to the library by December 18th.
- Meetings are the 2nd and 4th Thursdays here at 7PM.
2. Emergency Services:
- No fires. Make sure your chimney is clean.
3. Library:
- The Forest of Holiday Trees, Singing around the Bonfire and the drawing for the wall hanging is on December 20 from 7-8PM. Goodies will be served.
4. WHO:
- Tomorrow December 2 at 7PM is the next Farmers Market meeting.
5. PTA:
- There is a new PTA Board. Jody Snider is the president.
- Board games are being held at the school Thursdays from 6-8PM.
6. WDMA:
- Work is beginning on next year’s symposium. It will be two days on September 19th and 20th.
- Sled dog rides will be given during the Iditarod restart.
- There are currently 78 members of WDMA.
7. Chamber of Commerce, Roads, She-Mon-Sun, Seniors, Garden Club and 4H

ANNOUNCEMENTS
- January 10th at 3PM is the Iditarod volunteer meeting here at the community center for Willow volunteers.
- The next Comprehensive Planning meeting will deal with land use this Thursday at 6:30PM. Bring questions you would like put on the mailed survey to the meeting.
