PURPOSE :

To provide an informational presentation concerning the Knik to Willow (Teeland to Douglas) Transmission Line Upgrade Project. Documents provided by the quest speakers state, “This Project will replace the 25 mile segment of the Alaska Intertie transmission system that extends between Knik and Willow and will improve reliability, efficiency and bulk energy transfer capability thoughout the railbelt electrical system. Electric energy is presently transferred over this segment on a transmission line primarily owned by Matanuska Electric Association (MEA), which desires the return of this segment for local use. The Project will return the line segment to MEA for its use as well as accommodate projected population and load growth in the railbelt. The Alaska legislature funded replacement of this segment of the Intertie and has directed the Alaska Energy Authority (AEA) to construct the line.”

“The AEA is undertaking this necessary and significant task to enhance the transfer capacity and reliability of the AEA owned Alaska Intertie. This Intertie provides the vital transmission infrastructure that links the power resources serving the Northern and Southern portions of the railbelt. The new 25 mile segment of the transmission line will extend between the Teeland substation located on the Knik road near Settler’s Bay to Douglas substation located near Willow. The new segment will become part of the Intertie and will be owned by the AEA.”

“The project will be built with a $20.3 million legislative appropriation. AEA has contracted with the Anchorage Municipal Light & Power (ML&P), the utility responsible for operating the southern portion of the Intertie, to serve as project manager.”

“No final decision has been made on the new line’s routing or line configuration. The Alaska Energy Authority reviewed possible routes and ranked them in a 2004 study. Other routings may be possible.”

  • The team identified four possible routes: MEA Parallel Route, Roadway Route, Alaska Railroad Route, and the Cross Country Route. Their recommendation is for the MEA Parallel Route.

CHAIR’S REPORT

  • Seven people have passed the Food Managers Program and have obtained certification
  • British Petroleum (BP) gave $500 to each of the faculty at Willow Elementary to aid in their loss from the vandalism of the school
  • Chair suggests that a thank-you is sent to BP for their kindness and generosity

MOTION: Norman Wakeman moved that WACO send BP a thank-you note. Motion was seconded by Claire Fitzgaireld.
VOTE: The motion passed with no objection.
  • South East Susitna Plan: Vern Halter requested a letter be sent in regards to “Bouillon Hill” concern as the scenic designation site was taken off the maps (U23 on Map)

MOTION: Dana Hills moved that WACO send a letter requesting that U23 maintain the designation of scenic site with panoramic view. The motion was seconded.
VOTE: The motion passed with no objection.
  • The Multi-Use Plan for Willow Lake has been completed
  • DNR: Willow Base Gas Exploration will meet on June 30, 2008
  • Water Rights applications are available on the DNR website
  • Pat Madigan and Shirley Wakeman have agreed to serve on the by-laws committee
  • Need to develop and audit committee

  1. Grant Request from Abbey & Everest Haynes

MOTION: Roni Widner moved to give Abbey and Everest Haynes $50 each for pottery classes out of the Grant for Deserving Students Fund. Motion was seconded by Norm Wakeman. (The cost of class is $200 per child)
VOTE: The motion passed with no objection.
  1. Grant Request from Dominique Scruggs

MOTION: Claire Fitzgaireld moved to give Dominique Scruggs $250 to attend the Culver Camp, a music camp in Indiana. The motion was seconded.
VOTE: The motion passed with no objection.

MOTION: Claire Fitzgaireld moved that a policy be written/re-written to require the grant seeker to make a personal presentation to WACO and sign a contract as to how the money will be used and if not used for intended purpose the money be returned to WACO. The grant seeker and parent or guardian must sign said contract. Motion seconded.
