Approval of Minutes

Minutes from Board Meeting of November 12, 2007 were approved as presented.

New Business

Budget.

The Treasurer presented his draft budget—

  • all figures based on last years actual costs, indexed by anticipated fuel cost increases;
  • all fund raising and expenses (donations for local events) are funded;
  • net proceeds exclusive of pull tab income show a small surplus at the end of the year—a balanced budget;
  • to avoid the potential liquidity problem that we nearly experienced this year, $15,000 would be kept in reserve, to be spent only on Operations or Carnival start-up;
  • proposed continuing to present reports monitoring against last years actual costs (equal or less and we should be within budget);
  • proposed ignoring potential pull-tab income from financial forecasts;
  • proposed adopting a formal procedure for spending any surplus should pull-tab income continue throughout the year;
  • agreed to some minor changes, and will present a second budget for approval next month.
MOTION: Krista Grilliot moved that WACO approve the Policy (Spend WACO Money) presented by the Treasurer. The motion was seconded.
VOTE: The motion passed with no objection.

Kitchen Management.

8 people will be attending the CFPM training on March 19th. These 8 people have agreed to form an informal Kitchen Committee to run the kitchen at the Community Center on behalf of WACO.

July 4th.

The parade will need a permit from DOT. If we are going to stop traffic we need the Troopers or flaggers. The Troopers cannot guarantee being there. Roni Widner offered to write a letter to be sent to all the local organizations requesting help with this event.

Willow 4H.

Ember Haynes requested that WACO recognize the new Willow 4H.

MOTION: Pat Madigan moved that WACO recognize 4H as a local organization without a seat on the WACO Board. The motion was seconded.
VOTE: The motion passed with no objection.

Spring Ball.

The board agreed to sponsor the Blue Tarp & Carhartts Spring Ball by allowing the hall to be used rent-free. All proceeds go to the Willow Food Bank.

Bylaws Committee.

Pat Madigan requested that the Chair form a Bylaws Committee. This will be put off until after the Elections.
