WACO’s financial status.
The Treasurer displayed two graphs
- Forecast cash flow through 2008: showed negative cash flow for Oct, Dec(enJan 2007, then continual negative cash flow from April 2008;
- Austerity cash flow through 2008: showed the same forecast with certain austerity measures implemented. Cash flow again went negative in Oct 2007, but remained positive thereafter (through Dec 2008).
The austerity measures assumed were
- Limit all Maintenance, Office spending to the extent possible;
- Eliminate subsidies to local groups;
- Eliminate printing of the Willow Breeze and move to an electronic edition;
- Out-source cleaning and eliminate caretaker position;
- Eliminate non-revenue generating events (July 4th).
These measures were then discussed with the following actions approved:
MOTION: Mary Shreves moved that any group that uses the kitchen for cooking be charged $25 per day. The motion was seconded.
VOTE: The motion passed unanimously.
ACTION: The Chair will write a letter to be sent to all the local organizations.
MOTION: Madeline Gocke moved that all appliances not belonging to WACO be removed from the premises and disposed of properly. The motion was seconded.
AMENDMENT: Doyle Holmes moved that the motion be amended to add unless the owners wish to pay an appropriate cost as decided by the WACO Board
VOTE: The amendment passed 10 for and 2 against.
VOTE: The amended motion passed 10 for and 1 against.
- It was noted that the warming table belongs to WACO.
MOTION: Mary Shreves moved that the Willow Breeze be moved to an electronic version with hard copies being posted at the Post Office and available at the Community Center and local businesses. The motion was seconded.
VOTE: Motion passed unanimously.
MOTION: It was moved that WACO continue with the caretaker position at this point. Motion was seconded.
VOTE: Motion passed with 10 for and 1 against.

Caretaker & Library Contracts.
MOTION: It was moved that the caretaker’s salary be increased from $275 to $400 cash per month, contingent upon declining the library contract. Motion was seconded.
VOTE: Motion passed 7 for and 3 against.
MOTION: It was moved that if the caretaker does not take vacation, WACO will pay compensation at the end of the contract. Motion was seconded.
VOTE: Motion passed unanimously.
July 4th BBQ & Parade.
Last year the July 4th event cost WACO $885.
MOTION: Claire Fitzgaireld moved that WACO go ahead with the July 4th event and that WACO put out donation cans. Motion was seconded.
VOTE: Motion passed 8 for and 1 against.
Community Center Signage.
Claire Fitzgaireld informed the Board that the Library Association had decided to pay for the Library sign to go where the lattice work is now in front of the front doors. WACO may consider including the Community Center sign there as well.
