Guest Speaker
Dave Hanson MSB Director of Economic Development discussed the Railroad Corridor.
- MSB views the establishment of a rail link to Pt. McKenzie as vital to the economic development of the borough.
- The MSB Assembly approved Railroad Corridor 3 in 2003. (This runs from Point McKenzie to Willow and joins the eisting railroad just above Willow Creek).
- The ROW being sought for the Corridor is 200 feet not 800 feet.
- There will be plenty of opportunity for public input regarding the exact

Treasurer’s Report
- The report for December and January was presented.
- The Carnival report was presented.

Vice-Chair’s Report
- Thanks to Newman’s and DOT for snow removal for the Carnival.
- Thanks to the local Fire Service for putting up the Carnival banner.
- Thanks to Norm Wakeman and Doro Sidelinger for clean-up after the Carnival.
- The new carpet will be installed after the Iditarod Restart.
- New siding will be done in May.
- The new curtains were installed in time for the Carnival and were paid for by an anonymous donor ($6,000).
- The stage floor was redone by Norm Wakeman and Dave Norman.
- WACO received a letter from Keith Roundtree, MSB Director of Public Works, concerning access to non-public areas of the Community Center. A copy of this letter has been sent to all board members, staff and groups who use the Center, as requested by Mr Roundtree.

Chair’s Report
- Thank you to everyone who made the Carnival one of the most succesful ever.
- We still do not know if the Iditarod Restart will be in Willow or not.
- February 16th is the deadline for applying to be on the planning team for Willow’s comprehensive plan.
- We are reviewing WACO’s liability insurance. The Chair will be meeting with a representativa from Country insurance company on February 25th at 10am.
- Four applications were submitted to MSB for bed tax grant money from Willow (including one from WACO). The Chair supported all four in response to MSB.
- The previous caretakers, Rich & Dee Pralle are suing us in small claims court for breach of contract.
- A nominating committee will be named at the next meeting.

Jean Clemens:
- Read a letter sent to Lisa Murkowski from USPS stating that Willow should not be paying Post Office box fees.

Carnival
Linda Oxley:
- Thank you to everyone that made the Carnival a success, especially to Krista Grilliot and Derral Godbee for being MCs, Dave Norman for being MC on the lake and Kristie Mingo for her work in the kitchen.
- The wrapup Carnival meeting will be 7pm on the 26th February.
- The dinner this year will be a potluck and will be a Volunteer Dinner with all volunteers invited, not just those who worked on the Carnival.

- AARP will be at the Willow Haven commons area to help people with taxes.

- The quilt is finished. All proceeds from the raffle go towards scholarships for high school students.

Unfinished Business
Prison Site.
MOTION: Steve Charles moved that the motion made concerning the prison site at the meeting of November 6th be postponed indefinitely. The motion was seconded.
VOTE: The motion carried unanimously.

New Business
CERT adoption by WACO.
MOTION: Doyle Holmes moved that WACO recognize CERT as a community organization with a seat on the WACO Board. The motion was seconded.
VOTE: The motion passed unanimously.
Community Enrichment Program.
MOTION: Krista Grilliot moved that the Community Enrichment Program be allowed to spend up to $1000, reimbursable by the MSB grant. The motion was seconded.
VOTE: The motion passed unanimously.
Railroad Corridor.
MOTION: Steve Charles moved that WACO oppose the Railroad Corridor 3 at the current location. Motion was seconded.
VOTE: The motion passed with 17 for and 5 against.
