MOTION: Jim Norcross moved that the Pledge of Allegiance and Audience Participation of 3 minutes per person be added to the agenda and all future agendas. The motion was seconded.
VOTE: The motion passed with 10 opposed.

Approval of Minutes

The minutes of the general meeting held on June 5th, 2006 were approved.

Guest Speakers

  • Janet McCabe, founding member Hope Historical Society. David McCabe:
    • The Hope Historical Society was formed in 1970. The Society then collected so much data and articles that they needed a building to house it all, so volunteers built one, which is now recognized as an historical building.
    • The land the building sits on is leased from the Kenai Borough.
    • They were unable to obtain grants from the Rasmuson Foundation, but did get grants from the State.
    • They currently have about 3,500 visitors a year.
  • Charlie Huggins, State Senator District H.
    • Provided a handout showing capital improvement projects for the Willow area for 2006.
    • Provided an update on the Willow Lake noise abatement. There will be no load study done at this time, but a decibel study will take place this fall.
    • There is $2 million available for the study of a Wasilla bypass.
    • There is $93 million available for the Knik Arm Crossing.
    • There is $233,000 for MP 72 to 83 on the Parks Hwy.

Treasurer’s Report

MOTION: Bill Mailer moved that the $25 kitchen fee that has been paid up until now be refunded. The motion was seconded

Vice-Chair’s Report

As Lori Wiertsema was away in McGrath fire-fighting, the report was given by Norm Wakeman, a member of the PFC.

  • The Garden Club hose now has a combination lock on it.
  • The date for painting and carpeting the Community Center has not been set.
  • Bill Marks resigned from the PFC.

Chair’s Report

  • The caretakers and library janitorial contracts have both been signed by both parties.
  • Information from the Officer’s meetings will be posted on the web-site.
  • Willow 2020 is recognized as a special committee of WACO with Erv Dedeker as Chair.
  • The Chair is considering setting up an Historical Society Committee and requested comments be sent by email.
  • The following information regarding the negotiation meetings with WHWF was handed out.
    • WACO Board’s counter proposal.
    • Information gathered regarding tax status, grants etc.
    • Map showing the land that WHWF wishes to buy from the Borough.
  • The Borough has indicated that the land that WACO currently manage could be available for WACO to buy for $10,000 - $20,000. Somebody who wishes to remain anonymous has offered WACO $20,000 to buy the land.
    MOTION: Claire Fitzgaireld moved that the WACO Chair appoint a committee to seek information from the Mat-Su Borough concerning selling to WACO the land we now manage for the Borough and that this committee will report their findings at the August WACO meeting. The motion was seconded.
    MOTION: Larry Jacobsen moved that the motion be tabled (postponed) until a Borough official has addressed the issue at a general meeting. The motion was seconded.
    MOTION: Jim Norcross moved that the motion be tabled (postponed) indefinitely. Motion was seconded.
    VOTE: The motion passed 31:28

SE Area Rep Report

Val Schachle:

  • Received complaints concerning noisy neighbors. Requested people be more considerate.
  • Because of a misunderstanding, April Moore was not allowed to take part in the July 4th Parade. Ms. Moore is running for State House for District 15.

Trails Committee

Steve Charles:

  • The Willow Trails Plan is on the web-site and copies are available for committees and local organizations.

Chamber of Commerce

Jim Huston:

  • The new road signs have now been installed.
  • The Chamber is hosting a Candidate Forum on Aug 13th at 2pm at the WCC. All the candidates for State Senate District H and State House District 15 have agreed to take part.
  • The Bike Trail petition gathered 500 signatures. DOT will arrange a meeting to discuss.

Garden Club

Shirley Wakeman:

  • The Garden Tour is next Saturday, meet at 10am at the WCC. Lunch will be at Dorothea Taylor’s.

Library Association

Jeannette Keida:

  • Gilbert & Sullivan this Saturday 7pm at the WCC.
  • 100 children are registered for the summer reading program.
  • Please return your library survey.
  • Story hour is every Wednesday at 11am.

Jim Norcross:

  • The RSA Board of Supervisors recommends raising the mill rate back to 2.72.

Willow Area Seniors

Jim Huston:

  • Fine Arts Raffle - tickets are $5.
  • Community lunch is every Wednesday.
  • Jim Huston resigned as Senior Rep to the WACO Board.

Bobbie Lewis:

  • Kathy Huston is new President.
  • Does not meet in the summer.
  • The patterns from the quilt are available for sale. The proceeds help to fund the scholarships for high school seniors.

Willow Dog Mushers Association

Dean Davidson:

  • WDMA meets 4th Wednesday of each month, 7pm at the Community Center.
  • DNR will be discussing Composting Dog Poop at the next meeting.
  • There will be a Gear Swap/Spaghetti Feed in August.

MOTION: Doyle Holmes moved that WACO, representing the community of Willow, write a quitclaim deed and a bill of sale, deeding the old community building to the Willow Historical and Wildlife Foundation for the sum of $1.00, with a time certain for completion of said deed and bill of sale by the Chairman by July 15, 2006. Motion was seconded.
VOTE: Motion passed with 2 opposed.
MOTION: Ted Smith moved and asked for unanimous consent that the WACO Chair send a Borough to negotiate with the Willow Historical and Wildlife Foundation for the purchase of land around the Old Community Building.
VOTE: The Chair postponed the vote to the next meeting.

New Business

Letter of Support for Willow Seniors.

MOTION: It was moved that WACO write a letter of support for the Willow Area Seniors buying 20 acres on Willow Creek Parkway. Motion was seconded.
VOTE: Motion passed unanimously.
ACTION: Chair will write the letter.

Board Evaluations.

MOTION: Carole Wegner moved to open for discussion. Motion was seconded.
VOTE: There was no vote.
