Approval of Minutes

The minutes of the general meeting held on May 1st, 2006 were approved. The minutes of the board meeting held on May 30th, 2006 were read and approved.

Guest Speakers

  • Mr Streeter, a teacher from Willow Elementary School introduced Dominique Scruggs, Darrell Culbertson and Chamberlain Waterhouse, who were recipients of grants from WACO to assist in paying for the schooltrip to Kachemak Bay. The children then gave a presentation on their trip.

Secretary’s Report

  • WACO’s bylaws are on the web-site The minutes from WACO meetings are on the web-site. The scheduling of the facilities will be on the web-site. The web-site will cost $15/month to host at MTA, plus $50 every 3 years for name registration.
  • MSB Public notices and public documents may be found at www.matsugov.us.
  • Burn permits may be obtained and activated at www.dnr.state.ak.us/forestry/burn

  • The Treasurer’s report for May 1st, 2006 through May 31st, 2006 was presented.

Vice-Chair’s Report

  • A keyed spigot has been ordered for the outside faucet, used by the Garden Club.
  • MSB will not be able to pay for the stage curtains. The quote for the curtains is over $4000.
  • The web-site, if approved may help to rent the facilities.

Chair’s Report

  • The amended contract approved by the board at the May 30th meeting will be handed to the current caretakers tonight.
  • The four officers will be meeting for a work session on the 17th June at 5pm at the WCC.
  • The board meeting on the 19th June at 7pm will have two items on the agenda the negotiations with WHWF and review of the Willow Library janitorial contract.
  • The next WACO meeting will be July 10th.
  • Roni Widner is the Chair of CDC for the next three months. Debbie Holmes is the new rep for the Lions. Jim Huston is the new rep for the Seniors Bobbie Lewis is the new rep for She-Mon-Sun. The Garden Club still does not have a rep.
  • MSB have an AED (Automatic External Defibrillator) for the community center. We will be required to have trained personnel.
  • WACO received a letter from Willow 2020 requesting to be recognized as an ad-hoc committee of WACO and this will be discussed at the July meeting.
  • WACO received a letter from the Palmer Court indicating that the case of WACO against Shawn McCrary is being dropped for lack of prosecution. Jim Huston had initiated the case in small-claims court.
MOTION: Krista Grilliot moved that Jim Huston be given the paperwork and allowed to pursue the prosecution. Motion was seconded
AMENDMENT: It was moved that the motion be amended to add at no cost to WACO. Motion was seconded
VOTE: 4:17 amendment failed.
AMENDMENT: Mary Shreves moved that the motion be amended to add all expenses must be approved by the board prior to the transaction. Motion was seconded.
VOTE: Amendment passed with one objection.
VOTE: The main motion passed as amended with one objection.

SE Area Rep Report

Val Schachle:

  • Received complaints concerning the noise made by Willow Air on Willow Lake.

NW Area Rep Report

Kristie Mingo:

  • Ted Berry reported that the next section of the Parks Hwy widening project will not have a bike path. Ted’s phone 495 1018. A petition was suggested.
    MOTION: Jim Huston moved that WACO make a position letter in support of adding a separated bike trail to the plans for the road widening project on the Parks Hwy between Willow Creek and Kashwitna River. The motion was seconded.
    VOTE: The motion passed unanimously.

Carnival Committee

Linda Oxley:

  • The functions and their leaders will be further defined at the next meeting July 17th at 7pm at WCC.
  • Linda Oxley will remain Chair of the committee.

Trails Committee

Steve Charles:

  • There will be a special meeting of the Trails Committee so that Holly Spoth-Torres from DNR could address the issue of the Frying Pan Lake parcel and what is possible in terms of trail protection on 7th June at 7pm at WCC.
  • The committee hopes to bring its trail plan to WACO for approval at July meeting..

Chamber of Commerce

Jim Huston:

  • Still looking for volunteers to finish the painting of the Willow map. There have been 5 sessions so far. There will be another painting party at 8pm on 7th June at WCC.
  • The road signs will be installed by July 4th.

Emergency Services

Derral Godbee:

  • The fire on Nancy Lake was contained and put out with no damage to property. Please be FIRE-WISE. Claire Fitzgaireld:
  • Dennis Brodigan is attending the next Fire BOS meeting June 8th 7pm at the Fire Station to discuss the tax cap and mill rate.

Library Association

Claire Fitzgaireld:

  • The library has a new telephone number. 495-READ
  • June 17th 2pm Norm Wakeman and Erv Dedeker will give a lathework demo.
  • The summer reading program starts on June 22nd.
  • Please fill in and return the survey in the Willow Breeze.

Lions

Dee Pralle:

  • Meets 2nd and 4th Thursday of each month.
  • Warren Weeks is the Lion of the Year.
  • Twila Palmatier received the President’s award.
  • Two scholarships of $1000 were given. One to Clinton Banzhaf of Houston High School and one to Shelley Grendahl of Su Valley High School.
  • Bud Lyons is in Mat-Su Regional Hospital, Room 236 and would appreciate calls and visits.

Jim Norcross:

  • The next meeting has been changed from the 22nd June to the 29th June. Will be discussing the tax cap and mill rate.

Willow Area Seniors

Jim Huston:

  • Garage Sale - 9th, 10th and 11th June at the Old Community Hall 9am - 7pm. Please let Gail or Dee know if you have donations.
  • Board meeting is the 3rd Wednesday of the month after the Community Lunch.
  • The application for the purchase of 20 acres on Willow Creek Parkway is now with MSB.
  • The grand opening of the Willow Haven Senior Center will be in August.

Kathy Huston:

  • The annual tea was held in May and the quilt raffle raised enough money to give 3 scholarships. One to Shelley Grendahl for $1500, one to Steven Pilch for $1000 and one to Damon Thomas for $750.

Willow Dog Mushers Association

Dean Davidson:

  • WDMA meets 4th Wednesday of each month, 7pm at the Community Center.
  • The Vet Clinic held in May was successful and there will probably be another in July.
  • There will be a Gear Swap in August.

New Business

Treasurer’s Proposal to set up reserve account.

This was referred to the Ways and Means Committee. Krista Grilliot and Roni Widner volunteered for the Ways and Means Committee.

Tax Cap/Mill rate for Willow RSA.

This discussion was put off to the June 29th RSA meeting. Jim Norcross resigned as a member of the WACO Board, the CDC and the Carnival Committee.

Title 17.01 and 17.125 Rewrite.

MOTION: Jim Norcross moved that WACO oppose the draft ordinance as written. The motion was seconded.
VOTE: The motion passed 14:3
ACTION: The Chair will draft the letter

Web-site.

MOTION: Roni Widner moved that WACO pay MTA to host the organization’s web-site. Motion was seconded.
VOTE: The motion passed 19:7

July 4th Parade.

MOTION: Twila Palmatier moved that the July 4th parade this year be an old-fashioned one. Motion was seconded.
VOTE: Motion passed unanimously.

Announcements

Mary Reardon.

  • June 20th the Mat-Su Health Foundation will meet at WCC at 7pm.

Jim Huston.

  • The Seniors are having a raffle of Fine Arts. They would like to display the artwork at events and meetings held WCC.

Erv Dedeker.

  • Willow 2020 next meeting is 29th June at 7pm at WCC. Murph O’Brien from MSB Planning will be discussing borough planning vs. local planning.

Mary Shreves.

  • The WACO bylaws state that the Chair is responsible for establishing special (ad-hoc) committees. Therefore she requested the Chair recognize Willow 2020 as such. The Chair decided to postpone the decision to the next meeting and requested input on the matter by email - oxleylinda@hotmail.com

Rich Pralle.

  • Rebuttal to Chair’s report at last meeting will be next meeting.
  • Fridges/Freezers cost about $50 per year not $300.
MOTION: Rich Pralle moved that WACO rescind the action taken to charge $25 for kitchen use for those using the community center rent-free. Motion was seconded.
VOTE: Motion passed unanimously.
