Secretary’s Report
- The members of the Communications Committee areDonna Marks, Mary Shreves, Shirley Wakeman and Roni Widner.
- Will no longer read minutes. Minutes will be available by email and hard copy will be provided at the next meeting, as well as minutes being posted in the usual places.
- WACO Website is currently at www.mcdma.org/waco for review. As www.waco.org has been taken, a different domain name will need to be chosen. The website will cost $15/month to host at MTA, plus $50 every 3 years for name registration.

Treasurer’s Report
- The treasurer’s report for April 1st, 2006 through April 30th, 2006 was presented.

Vice-Chair’s Report
- The members of the Planning & Facilities Committee are now Lori Wiertsema (Vice-Chair), Bill Marks, Steve Linkhart and Norm Wakeman.
- The color for the Community Center siding will be Silver.
- The caretakers contract will be reviewed at a Board meeting on the 22nd May. Any comments, please supply in writing to the PFC.
- The PFC recommends that instructors be allowed to give classes at the Community Center.
- They will be reviewing the rental and usage of the Community Center, along with the caretakers contract.
MOTION: Mike Dupps moved that WACO rent the Community Center, new or old building to any individual instructor giving classes to Willow residents with the following rules
- The rent is $10 per hour.
- The renter will do their own setup and cleanup.
- There will be no cleaning deposit.
- The PFC must give approval.
- Proof of liability insurance must be supplied. The motion was seconded.
VOTE: Motion passed with no objection.

Chair’s Report
The Chair
- reported that Jim Huston and Erin McLarnon had agreed to serve on the Chair’s committee.
- gave an Inaugural Address stressing
- that the community unite and let past differences lie;
- that the process by which decisions are made in the future be as businesslike as possible.

SE Area Rep Report
Val Schachle:
- Received a complaint from a constituent about the helicopter activity that took place recently in Willow. This was temporary and is now over.

NE Area Rep Report
Madeline Gocke:
- Received comments and questions about the $25 kitchen fee waived for the Seniors at Board meeting of March 13th, 2006.
- Was asked to bring newspaper article to attention of WACO, concerning sites being put aside for future fire department expansion.

NW Area Rep Report
Kristie Mingo:
- Some subdivisions have covenants that can limit what people can do in those subdivisions. If people have problems with covenants not being obeyed let your Area Rep know.

Carnival Committee
Linda Oxley:
- The structure of this committee has not been definedwill be done at next meeting.
- Kristie Mingo has agreed to call all those involved as chairs of events in the past to determine future availability.
- Next year’s theme will be Snowy Owl. In future the theme will be decided at the WACO annual meeting.
- Next meeting May 15th at 7pm at Community Center.

Community Development Committee
Mike Dupps:
- Roni Widner is new secretary.
- Roni has also agreed to obtain maps from the Borough, to identify definitively the four areas of Willow.
- Still looking for NW Area Rep.
- The helicopter noise is likely to start up again in October.
- The next meeting is May 10th, 2006, 7pm at the Community Center.

Trails Committee
Tom Phillips:
- Summer trail work is about to begin, to improve trails for next winter. This will be headed up by Bill Luth.

Chamber of Commerce
Doyle Holmes:
- The Chambers of Commerce of Palmer, Wasilla, Houston, Willow and Talkeetna are organizing an Armed Forces Day picnic on May 20th, 11:30-2:30pm at the National Guard Armory on Bogard Road in Wasilla. They would like help locating families of service personnel on active duty. Contact Bert Hall 373-4611.
- The new Adopt-a-Hwy signs will be put up by DOT in early June. Apologies to all the new sign-owners who have been waiting a year, but please cleanup your sections of highway at your convenience.
Jim Huston:
- The signs project is nearing completion. The road signs will be installed this summer. The map for the side of the building still needs some work. Jim Norcross is going to identify new subdivisions and artists are needed to add them to the map.

- Once the future sites for fire stations have been established the Board of Supervisors will bring that information to WACO.

Garden Club
Sandra Delucia:
- May 13th 1pm at Community Center Mother’s Day flower arranging workshop.
- May 18th the Garden Club will be working on the Library garden.
- May 23rd at 7pm at the Community Center there will be a lake monitoring training session at 7pm for 2 hours. Contact 745-9885 or 350-4180.

- The summer reading program this year is Paws, Claws, Scales & Tails and starts on June 22nd.

Dee Pralle:
- Meets 2nd and 4th Thursday of each month.
- May 19th is the last Skate Night at the school.
- May 13th at 11am is the Walkathon/Bikathon to help support the Preschool program.
- Dance lessons will start again in the fall.

Road Service
Jim Norcross:
- Next meeting is 22nd June.
- Willow Station Road flooded and had to be pumped at a cost of $2,600.
- Current contracts for Willow have two years to go. Because of the tax cap, funds will become an issue and probably Willow will see no CIPs for roads.

Willow Area Seniors
Tony DeLucia:
- The board and general meeting is the 3rd Wednesday of the month, immediately after the Buffet Lunch.
- On May 20th Seniors are sponsoring a Car Wash, with the proceeds going to Chris Hanson for an athletic trip to Australia.

Gail Just:
- The annual tea is May 6th at 11am and tickets are $8.50. The quilt raffle will be drawn at the tea. All proceeds from the raffle go to scholarships for deserving seniors. There will also be a silent auction and door prizes.

Willow Dog Mushers Association
Dean Davidson:
- WDMA meets 4th Wednesday of each month, 7pm at the Community Center. All are welcomenot just dog mushers.
- On May 18th/19th WDMA is sponsoring a Vet Clinic in the old Community Building. The vet is Dr Jayne (the Bush Vet).

Unfinished Business
Recommendations Regarding Financial Management.
MOTION: Bill Mailer moved that WACO adopt an annual budget. This budget will be presented in a line item format and supported by revenue forecast from reliable sources. Motion was seconded.
VOTE: Motion passed with no objection.
MOTION: Bill Mailer moved that WACO establish a budget reserve line item in the amount of $10,000. This amount to set aside in a savings account for the purpose of emergency expenses. Its use shall be specifically authorized at a regular WACO meeting. Motion was seconded.
VOTE: Motion failed 18:11
MOTION: Bill Mailer moved that WACO adopt a policy for spending which considers the following items
- That all spending be within the amounts of the line items of the budget.
- That the adopted budget is a planning document and may be revised.
- That overall spending shall not exceed the amount of the approved budget.
- That spending shall be authorized by the following officers:
- The Vice-Chair may authorize spending from the Building Maintenance line of the budget.
- The Secretary may authorize spending from the Office Supply line of the budget.
- The Treasurer may authorize spending from all lines with notice to the Chair.
- The Chair may authorize spending from all lines.
- All receipts and invoices shall be promptly forwarded to the Treasurer. Motion was seconded.
AMENDMENT: Jim Norcross offered a friendly amendment to change
d(iii) and
d(iv) respectively to read:
- The Treasurer may authorize spending from all lines with approval of the Chair
- The Chair may authorize spending from all lines with approval of the Treasurer. Amendment was seconded.
VOTE: The amendment passed with one objection.
VOTE: The main motion as amended passed.

Board Training.
MOTION: Erin McLarnon moved that WACO allocate $250 for Board Training. Motion was seconded.
VOTE: Motion passed 29:1
Willer Kash Logging.
MOTION: Vern Halter moved that WACO (thru’ the Chair) reply to the letter received from Ron Swanson (MSB) concerning the Willer-Kash logging lease sale. The reply to go to MSB and DNR. The motion was seconded.
VOTE: The motion passed with no objection.
ACTION: Vern Halter will draft the letter
Cleanup Day.
Cleanup day is May 20th. Meet at Community Center at 9am. Barbecue starts at 1pm.
MOTION: Jane Newman moved that WACO (as in the past) make up to $500 available for 3 bikes and barbecue supplies for cleanup day. Motion was seconded.
VOTE: The motion passed with no objection.
Willow Historical & Wildlife Foundation.
MOTION: Jim Huston moved that WACO transfer ownership and storage responsibility for the game mounts in storage to WHWF. Motion was seconded.
