MOTION: Jim Norcross moved that the Elections be moved up on the agenda, so they came after the local organization reports and definitely by 8pm.

Presentation on Mat-Su Health Foundation
Vince Curry:
- The Foundation is part of the Valley Hospital Association.
- It has been set up to improve the health of Alaskans in the Mat-Su Valley.
- It will provide financial support to relevant 501(C)(3) organizations that have community support.
- Specific objectives are Children’s Health, Alcohol & Drug Abuse and Health Knowledge & Screening.
- There will be a Health Fair in Willow at the Community Center on the 29th April.
- The Upper Susitna Valley Advisory Board needs local input.

Approval of Minutes
The minutes of the general meeting held on March 6th, 2006 were read and approved. The minutes of the board meeting held on March 13th, 2006 were read and approved with one correction.

Treasurer’s Report
- The treasurer’s report for March 1st, 2006 through March 31st, 2006 was presented with a suggested budget for expenses.
- A report showing revenue and expenditures for the year was also presented.

Vice-Chair’s Report
- The members of the Planning & Facilities Committee are Lori Wiertsema (Vice-Chair), Bill Marks and Pat Madigan. WACO’s bylaws state that the PFC shall oversee scheduling and use, maintenance and operation of local public facilities. Any problems or issues with these contact a PFC Committee member.
- There have been 39 maintenance requests, 22 for MSB and 17 for WACO.
- Building rental is down. Need to find other ways of renting building.
- Surveys were sent out to 12 renters of the building and we received four replies. There were some negative comments, which will be addressed.
- Willow Area Seniors cost WACO at least $2500 per year. Appliances are $1800 and propane at least $800.
- The PFC are putting together a manual to help future Vice-Chairs.

Chair’s Report
- Letter was read from Roy Monk, Organizer of the Don Bowers Memorial Sleddog Race. They did not cause flight hazard on Willow Lake.
- Letter was read from Douglas Campbell, who is is graduating the 14th May from University of Alaska, Fairbanks.

Assembly Person’s Report
Betty Vehrs:
- The new prison will not be located in Willow, as it has to be within one hour of a Level 3 Trauma Center.
- There is now $3.8 million for Su Valley School roof repair.
- The timber sale in West Petersville is still going ahead.
- Letter from Snowcat, they are not drilling for CBM but oil and gas.
- There is a special election May 2nd.
- The deadline for appealing property taxes has passed.

Trails Committee
Steve Charles:
- Trail work is wrapping up.
- Thanks to Bill Luth for all his hard work.
- Will receive $15,000 in bed-tax grant money, to be used for a four-stroke snow-machine and grooming equipment.
- Vern Halter spear-headed a work crew to identify the Central Trail.
- The parcel of land around Frying Pan Lake is being transferred from the State to the University of Alaska. DNR has GPS’d the trails in this area, so hopefully they will be honored when the transfer takes place.
- The sale of timber in the Willer-Kash area is of concern to trail users.
- Vern Halter is working on a Willow Trails Plan, to be approved at the next Trails Committee meeting.

Community Development Committee
Mike Dupps:
- 40 acre lot on Willow Creek Parkway. Has been removed from sale, but the process of putting it in our management agreement is SLOW.
- Working on a Neighborhood Watch brochure.
- Veritas will be hiring again in October. CDC has applications.
- Jim Norcross and Tony DeLucia have applied for a Denali Commission grant of $315,000 for the N. Nancy Lake Peninsula Road Rehabilitation project.
- Appointees - Roni Widner NE Rep, Shirley Wakeman - SW Rep, Mike Dupps - SE Rep and NW is still open.
- Please may we have a key to the office?
- The next meeting is April 12th, 2006, 7pm at the Community Center.

There has been no meeting - waiting on revamp of Carnival Committee.

Dee Pralle:
- Meets 2nd and 4th Thursday of each month.
- Friday night at 7pm is dance lessons, $10 per person. Lessons will take place 7th, 14th and the 21st.
- April 28th is the next Skate Night at the school.

- Sandra is new representative for the Garden Club..
- The Club has been investigating a new watering system for the Library garden.
- April 20th there will be a presentation in the Library by Water Quality on MSB’s Lake Monitoring Program.

This is National Library week, so the Library Association is hosting the Chocolate Indulgence contest on Thursday. Please bring entries between 1pm and 1:30pm and do not forget the recipes. Come and sample at 1:30pm.

- Meets twice a month.
- The quilt is now finished and raffle tickets are on sale. The proceeds go to scholarships for Su Valley or Huston seniors.
- The tea will be May 6th, all are welcome.

WDMA has just been formed to enhance the sport and lifestyle of dogmushing. Look forward to a voice in WACO.
